  7.  Wherever possible Parking Provision will be a priority in areas of commerce in order to ensure that businesses are not affected by draconian traffic controls.   Special arrangements will be recommended to help ensure the co-existence of parking and efficient traffic flow.   Various measures will be introduced in order to achieve this ideal.  
  8.  The M.E. & U. Party will be aligning with the centre-left Parties in Local Councils or the voting lobby in the House of Commons.  Unlike the major parties there will be no Whips, and all voting will be based on the main principles of the M.E. & U. Party and the preferences of each representative on issues outside the realm of motoring.  Should any M.E. & U. Party MP step beyond the pale in their voting preferences (the party’s motoring policies) they will be subject to the normal penalties of an MP and may be disowned by the Party on a simple majority with recommendations for de-selection at the next Council/General Election.   
  9.  The Party will be active in pushing for new legislation in order to achieve a  reduction in accidents with a two-part driving licence necessitating passing of the Part Two before having access to high-speed motorways.  The requirements for Part Two of the licence will be disclosed when the Party has some representation in the House of Commons.    There will also be a compulsory driving test for those with a two-part licence when reaching the age of 65 and repeated every 5 years thereafter.    This test will also involve the presentation of a medical certificate from the drivers  General Practitioner confirming their fitness to drive on motorways; this will also entail sophisticated tests for sight and reaction times.     The results of this legislation are expected to reduce the death-toll on motorways in the UK by 50% within 10 years.   This is expected to result in a reduction of Motor Insurance Premiums and less demand for the emergency services including the local hospitals effected by serious motorway accidents.  Existing drivers without the Part 2 licence will be able to use the Motorways unless convicted of serious motoring offences including excess speed (more than 50% of the speed limit for that area: e.g. 45 m.p.h. in a 30 m.p.h. zone: 60 m.p.h. in a 40 m.p.h. zone) or dangerous driving.    These drivers will then be subjected to the Part Two driving licence test before having further access to high-speed motorways.
These measures are designed to reduce the death-toll on the motorways and the burden that this places on the NHS and emergency services.   The traffic issues are designed to reduce congestion in our towns and cities as the motoring population continues to increase year on year.    The M.E. & U. Party will also follow an active TV campaign in order to encourage motorway drivers to use the lanes correctly and actively encourage drivers not to stay in the outside (overtaking) lane since this is the most dangerous part of the network.   The measures for eye-testing and adequate reaction times will help to ensure that drivers are able to use the lanes correctly and not inhibited by possible bad eyesight or lack of confidence.
MANIFESTO & REQUIREMENTS OF REPRESENTATIVES OF THE PARTY

The ME & U Party will be representing the Motorists, Private and Commercial in the United Kingdom.
Our aims will be mainly to improve the lot of the motorist in all it’s aspects including the reduction of fatal accidents and reduction of motoring costs.   The Party will be putting all it’s weight behind the following measures : -

  1. Halt the building of more Public Funded motorways and encouraging Privately funded
Motorways, and using Government funding in order to solve the nations congestion problems without opportunist charging schemes.
   2. The conversion of busy two-way roads to three lane, alternative overtaking (with ½  mile stretches) or dual carriageways where condition allow. (space)
  3.  To build light-vehicle under/over-passes wherever practical at busy interchanges or railway-crossings.&
  4. To introduce a 21st century traffic control system using up-to-date technology leading to less stop-start motoring thereby reducing wear-and-tear on vehicles and drivers, leading to less pollution, reduced fuel consumption, and more efficient commercial distribution services.
  5. To introduce a massive increase in Motorway Exit opportunities thereby enabling drivers to leave closer to their destinations shortening journey times and reducing congestion at the existing Exits.  This again will lead to a reduction in fuel consumption and an improvement in the delivery times of distribution (commercial) traffic.
  6. To introduce a Code of Conduct for local councils to correct the present “legalised extortion” with Parking Fines in parts of the country, with appropriate amendments of the Road Traffic Act 1991.   To distinguish between non-payment of parking (meters, ticket or voucher schemes) and the fines for late return to vehicles.    (The present penalty to date - March 2004 - in Central London for late return to vehicles is £100 after 4 minutes which is clearly Extortion on the Grand scale)
The proposed recommendations would distinguish between payment and non-payment of parking and allow for exponential increase in the Fines, for example, a factor of 10x for the first half-hour of lateness (50p x 10 = £5, £3 x 10 = £30) and the present Penalties (£100 in central London) after that time.  
   This would put a more human face on the traffic control departments leading to less bad-will, allowing for forgetfulness or unavoidable delays which don’t warrant the massive Fines being demanded at the time of writing this Manifesto.
